    The Senior GIS Technician position will work with the Addressing team in the GIS Division. This person will be a part of the addressing authority for the City of Houston, this team is responsible for creating, assigning, officiating, and validating new addresses including street names and ranges as part of the bi-weekly platting process. You will perform complex data entry and advanced update and maintenance functions for a Geographic Information System (GIS) database and lead functions for various assigned GIS projects.
    General Responsibilities:
    • Performs complex data entry and advanced update and maintenance functions for a GIS database using workstations, personal computers and GIS software.   Works on mission critical core data while maintaining database standards and system security.  
    • Proficient at Geocoding data files using ArcGIS Pro.  Analyzes output and researches and corrects source problems.   Independently Rematch and manually validate address data as needed.  Experience creating locators and trouble-shooting locator behaviors to aid in address validation. 
    • Utilizing new and existing GIS workflows, create addressing data from deeds and plat documents as part of the bi-weekly planning cycle.  Review, create and maintain address roads (ranges and attributes) and point data and following Chapter 41 Ordinance requirements. Locates and compiles graphic data and attributes from engineering plans, profiles, and other sources. 
    • Experienced in interpreting plat documents and deeds and can convert boundary information and legal descriptions into GIS features.  
    • Researches and evaluates source data using non-routine methods and documentation.   Create GIS features from source documents such as plats and deed records.  Research / reconcile differences between data sources of conflicting information and create metes and bounds descriptions from existing geometry. 
    • Performs quality control for database maintenance.  Reviews and checks input and output in a cooperatively managed (versioned and replicated geodatabase) environment.  Experience using versions and replicas, and the post / reconciliation processes.  Works in ArcGIS Pro with high attention to editing detail and ensures integrity of geometry and attribute edits. 
    • Proven Experience creating web maps and apps with ArcGIS Online to support addressing functions. 
    • Assists in establishing data preparation standards and procedures to ensure data standardization and integrity and to optimize section productivity; prepares data for entry.  
    • Strong customer service skills.  This position requires interfacing with the public and other departments to answer Chapter 41 ordinance questions and validate addresses with our data.  

    Specific Job Skills: Generate accurate data which carries Planning Commission deadlines for City addressing with strong editing skills.
    • Personality: Self-motivated and able to work independently with minimal instructions.  Attention to detail, responds promptly to inquiry, understands the need to be adaptive and flexible in an environment where the priorities are constantly shifting, excellent trouble shooter and researcher with ability to think on their feet and be comfortable with making complex decisions may affect multiple departments or stakeholders. Work autonomously with minimal supervision within a results-oriented environment. The successful candidate must have demonstrated project management and leadership skills, and be comfortable trouble shooting dynamic issues and making complicated decisions.  
    The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

    Requires an Associate's degree in Geographic Information Science, Geography, Computer Science, Management or Information Science or a closely related field.
    Two years of experience equivalent to or as a GIS Technician are required.
    Substitution: Experience equivalent to or as a GIS Technician may be substituted for the degree requirement on a year-to-year basis. A Bachelor's degree in Geographic Information Science, Planning, Geography or a field directly related to work being performed may substitute for the education and experience requirements.
