    General Description

    This position is responsible for Geographic Information Systems (GIS) project delivery ranging from data development and management to web mapping applications supporting the State Parks mission as directed by the Planning & Geospatial Resources Manager.  Responsibilities include; geodata creation, editing, maintenance, and collection, web mapping application development and programming, and geodata sharing and delivery.  Additional duties include the implementation of best practices in managing and storing geodata, the maintenance of geodata metadata, and conducting special studies and analyses supporting Divisional needs.  Performance of the listed duties requires specialized knowledge and skills in the production and management of geodata, web programming technologies, and advanced utilization of GIS technologies.   Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned.  Complies with all Agency, Division and Branch rules, regulations and procedures.

    Qualification Guidelines

    MINIMUM QUALIFICATIONS:
    Education:

    • Graduation from an accredited college or university with a Bachelor's degree.
    Experience:
    • Three years of experience in GIS techniques and procedures;
    • Experience in creating, compiling, editing and managing spatial data, and attribute table structures;
    • Experience in advanced GIS workflow such as; data development and analysis, specialized map production, etc.
    NOTE: Experience may have occurred concurrently.

    Licensure:       
    • If driving is required, applicant must possess a valid State driver's license.
    ACCEPTABLE SUBSTITUTIONS:
    Education:
    • Graduation from an accredited college with an Associate of Applied Science Geographic Information, and one additional year of GIS techniques and procedures, may substitute for the required degree.
    Experience:
    • Graduation from an accredited college or university with a Bachelor's degree and Certification in Geographic Information Systems from an accredited college or university may substitute for six months of GIS techniques and procedures;
    • Graduation from an accredited college or university with a Master's degree in Geography, Natural Resources, Planning or Computer Science may substitute for one year of GIS techniques and procedures;
    • Graduation from an accredited college or university with a PhD in Geography, Natural Resources, Planning or Computer Science may substitute for two years of GIS techniques and procedures.
    PREFERRED QUALIFICATIONS:
    Education:      
    • Graduation from an accredited college or university with a Bachelor's degree in Geography, Natural Resources, Environmental Management, Computer Science or closely related field with significant course work in Geographic Information Systems (GIS).
    Experience:
    • Five years experience in GIS with progressive technical and cognitive advancement;
    • Experience in a multi-user environment utilizing enterprise geodatabases;
    • Experience in map and feature services publishing and web mapping application development using ESRI technology;
    • Experience in managing complex GIS projects.
    Knowledge, Skills and Abilities
    • Knowledge of GIS software;
    • Knowledge of GIS concepts and techniques;
    • Knowledge of geodatabase design, development and administration;
    • Knowledge of database/geodatabase system integration including programming, software, hardware, security and networking needs;
    • Knowledge of terminology related to geographic information systems, cartography, aerial photography, database design, map projections, datums, and coordinates;
    • Knowledge of GPS, field mapping and data collection techniques;
    • Knowledge of natural and cultural resources concepts;
    • Skilled in complex problem solving and critical thinking in the operation of computers and applicable software;
    • Skilled in managing several projects simultaneously;
    • Skilled in configuring and developing GIS applications and associated security needs for internet and intranet applications using current web frameworks;
    • Skilled in GIS/GPS data creation, collection, processing, analysis, and management;
    • Skilled in planning and implementing strategic GIS initiatives;
    • Skilled in planning and implementing project work tasks and workflows;
    • Skilled in cartographic techniques including appropriate use of map scale and projections, cartographic standards and information design;
    • Skilled in providing quality customer service in a courteous and professional manner;
    • Ability to read and interpret surveys, legal descriptions, cartography, engineering documents, construction plans, aerial photography, and orthophotography;
    • Ability to provide technical assistance and guidance in the development and design of complex multidivisional GIS geodatabases;
    • Ability to manage project work and schedules;
    • Ability to lead and direct work effort of team members;
    • Ability to adopt new technologies, collaborate across professional disciplines, and apply GIS technology to accomplish the Texas State Parks Mission;
    • Ability to integrate data from various sources and apply analytic and cartographic techniques to represent information appropriately;
    • Ability to acquire new technical skills and programming methodologies;
    • Ability to analyze, propose, and implement effective solutions in complex situations;
    • Ability to develop, coordinate, and integrate complex GIS data;
    • Ability to plan and manage multi-division and/or agency GIS projects;
    • Ability to work independently with little or no supervision
    • Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.;
    • Ability to conduct work activities in accordance with TPWD safety program.  
    Additional Information

    WORKING CONDITIONS:

    • Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
    • Required to work overtime as necessary;
    • Required to perform work outdoors, occasionally in adverse weather conditions;
    • Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;
    • May be required to operate a State vehicle;
    • Required to travel 5% with possible overnight stays;
    • Non-smoking environment in State buildings and vehicles.
