    RIS Program Manager – Geospatial Solutions

    The North Central Texas Council of Governments (NCTCOG) is seeking a creative and motivated professional to develop and support initiatives related to geospatial data. The person in this position will have opportunities to provide leadership, develop strategies, and manage various aspects of GIS-related services.

    Ways this position will contribute

    Micro Level

    • Managing internal Esri Desktop licenses (ArcMap and ArcCatalog, ArcGIS Pro, ArcGIS Online, and ArcGIS Extensions)
    • Tracking program costs and making budget recommendations
    • Representing a geospatial data user perspective to enterprise IT policy/steering committees in developing IT policies and structures
    • Managing vendors and negotiating contracts
    • Providing technical expertise and guidance, including devising unique solutions
    • Providing planning and direction for geospatial data infrastructure, including GIS software
    • Overseeing activities related to coordination and management of geospatial data strategic priorities including identifying, securing, and organizing resources

    Macro Level

    • Coordinating programs and providing leadership
    • Formulating and implementing strategic plans
    • Working with management and program groups to educate them on ways in which geospatial solutions can assist in planning and problem solving
    • Serving as a subject matter expert and consultant on geospatial data and associated technologies
    • Collaborating with geospatial expertise in the agency to set best practices, options, and efficiencies in the building of tools
    • Establishing and fostering professional connections both internally and externally to understand customer needs
    • Serving as a representative for the department and the agency
    • Initiating new ventures or improving existing ones

    Required Skills

    • Experience managing technical programs or projects from inception to completion
    • Experience with both commercial and custom applications for analysis or interaction with geospatial data including the ability to manage and administer ArcGIS Server and ArcSDE
    • Experience with geospatial data including writing original queries of data in a geospatial environment for presentation, reporting, and analysis
    • Experience with ArcGIS Online including AGO administration
    • Experience in ArcGIS JavaScript REST API based web application development
    • Experience with planning, architecture, development, maintenance, and support of complex applications for the enterprise delivered via the web, Internet and Intranet, and/or client-server
    • Experience in developing, testing, and deploying applications
    • Critical-thinking and problem-solving skills
    • Able to work with vendors through all aspects of vendor management including selection, contract negotiation, project management, requirements verification, acceptance, and contract closure
    • Able to exercise significant independent judgment and work with minimal supervision
    • Able to interact with both highly technical and non-technical groups to understand needs and devise solutions
    • Excellent written and oral communication skills including using presentation software, demonstrations, visualizations, and other techniques to convey complex ideas or relationships
    • Able to exhibit professionalism in all aspects of duties and committed to high-quality output

    Required Experience

    • Bachelor’s degree or higher from an accredited four-year college or university
    • At least five years of related professional (post-college/university) experience

    Initial Salary Range

    $81,500 - $88,900, depending on qualifications and experience

    FLSA: Exempt
