FEMA’s Resilience Analysis and Planning Tool (RAPT): Promoting Equitable Emergency Management Awareness and Activities

    Presentation Outline:

The Resilience Analysis and Planning Tool (RAPT) is a free GIS web map that allows anyone to examine the interplay of population data, infrastructure and hazards. It can help emergency managers visualize and analyze their community by providing data sets and analysis tools that allow users to calculate the estimated number of individuals with a specific demographic characteristic (age of 65, for example). During this presentation, participants will receive a RAPT overview, learn how the community resilience indicators were selected and what analysis tools are available. There will also be a live demonstration of the tool that focuses on specific communities in Texas and participants are encouraged to use RAPT and follow along. You don’t have to be a GIS expert to learn how to use RAPT, and it was designed to be intuitive, simple to use and applicable across all phases of emergency management.

    About the Speaker:

Benjamin Rance is the Project Lead for the Resilience Analysis and Planning Tool in the Technical Assistance Branch at FEMA Headquarters. Benjamin has worked for FEMA since August 2019 and is responsible for engaging with local Emergency Managers to provide resources and insight into community development actions that help increase resilience and awareness. He was deployed to the National Response Coordination Center in 2020 to support COVID, hurricane and wildfire response efforts. In addition to working at FEMA, he has over six years of experience working in international community development for the Peace Corps, both overseas and in Washington, DC. Benjamin holds a Master’s Degree in Natural Resources Management and Geography from the University of Alaska Fairbanks, and he received his undergraduate degree in Environmental Studies from Western Michigan University.

The Benefits of Certification in the Geospatial Profession

                Presentation Outline:

This discussion will focus on the value and growth of GIS professional certification for both the individual as well as the geospatial community.  In addition, we will talk about where the GISCI and the GISP certification are heading.

                About the Speaker:

Tony Spicci has been active in the geospatial community for over 30 years. He began his professional career with the Missouri Department of Conservation (MDC) in 1992 building a team of research specialists that included technology, geospatial, biometrics and social science professionals to conduct and support science within the Department. He recently retired from MDC and is currently the Executive Director of the GIS Certification Institute (GISCI). The GISCI promotes the advancement of proficient GIS professionals through its international GISP® (Certified GIS Professional) certification program. The Institute fosters rigorous professional and ethical standards, community engagement, and professional mentoring within the GIS industry.
Tony is an active member of the Missouri GIS Advisory Committee, National States Geographic Information Council, Missouri Geographic Names Board, and a past member of the National Geospatial Advisory Committee. Tony helped lead the effort to create the Coalition of Geospatial Organizations (COGO) where he serves today.
In addition to working for the GISCI, Tony is a member of Missouri Task Force 1, a FEMA Urban Search and Rescue Team and a volunteer with the Boone County Fire Protection District. On fall weekends he can be found on the sidelines officiating for the Father Tolton Trailblazers, the Mizzou Tigers and the Kansas City Chiefs.
