    Summary: Combines technical expertise with business knowledge to enable and implement enterprise level GIS related software and solutions. Participates in analysis, design, development, implementation, maintenance and modification of complex automated geographic information systems, databases and enterprise software.

Essential duties and responsibilities may include, but are not limited to, the following:

    • Perform complex analytic functions for various City departments.
    • Provides technical support and training for GIS users.
    • Determines the basic format for data entered into the database. Maintain and improve current GIS databases and applications.
    • Assist in planning, development and administration of digital data sets.
    • Perform advance spatial analysis to solve business challenges.
    • Convert data from external databases so they are functional in the GIS.
    • Respond to inquiries for information regarding various database items.
    • Serve as a technical point of contact for the public as well as other City departments.
    • Produce professional quality maps, map books and reports.
    • Prepare and maintain a wide variety of maps depicting records of public and private facilities and property.
    • Assist the various divisions and also act as a Division Liaison in reviewing and organizing updated database records.
    • Supports the divisional operations with regular and timely attendance.
    • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

    Minimum Qualifications:

    Education: Bachelor's Degree in Computer Science, Computer Systems Engineering, Information Technology, Geoscience or related field desirable. Combination of education and experience equivalent to a bachelor's degree will be considered.

    Experience: Three year's experience with mapping and database management, including two years of major GIS analysis and project design. Two years of experience in local government preferred.

    Knowlege of:

    • Proficient use of ESRI ArcGIS software (ArcMap)
    • Strong understanding of database design and management.

    Skill in:

    • Computers and Microsoft Office

    Ability to:

    • Communicate effectively with the public, supervisors and City personnel.
    • Communicate effectively both orally and in writing.
    • Plan, organize and manage multiple concurrent projects with minimal supervision.
    • Express ideas clearly and concisely.
    • Work in a team environment and learn new skills to help improve and already mature GIS.

    License and certification requirements: A valid Texas State Driver's License is required.

    Physical demands and working environment: Work is performed in a standard office environment.
